President Trump has nominated Dr. Neil Jacobs to lead the National Oceanic and Atmospheric Administration. During the first Trump administration, Jacobs was found guilty of violating NOAA’s code of ethics over an altered hurricane forecast in an incident later dubbed “Sharpie-gate.” CBS News national environmental correspondent David Schecter has more.
