Congestion pricing began almost a month ago in New York. Drivers are charged up to $9 when they enter Manhattan below 60th Street. That includes most of the city’s bridges and tunnels. The goal: To reduce traffic and pollution while providing funding for public transportation. But there’s debate brewing about how effective the additional costs will be.
