A local official has told CBS News’ Anna Schecter that New Orleans was in the midst of upgrading its traffic bollard system and temporary barricades were in place when a man slammed a truck into a Bourbon Street crowd early on New Year’s Day. At least 10 people were killed and the FBI is investigating the attack as terrorism.
